Welcome! We're excited to have you participate in 2026 Twinkle Through Time Williamsburg Christmas Parade. This handbook contains important information about entry requirements, safety rules, and parade day procedures.

Please read this entire document carefully. All participants must comply with these rules to ensure a safe, enjoyable parade for everyone.

Entry Requirements Size Limits for All Entries

Your entry must not exceed these dimensions:

• Maximum Height: 13 feet above ground
• Measured from ground to the highest point including decorations, flags, or any mounted elements
• Must clear overhead obstacles (traffic signals, utility lines, overpasses)
• Maximum Width: 8.5 feet
• Measured at the widest point including any protruding decorations
• Allows safe navigation around turns and maintains clearance from spectators
• Maximum Length: 100 feet including tow vehicle
• Measured from front bumper of tow vehicle to rear of float

Oversized width entries require advance approval. No unit may be over 100 feet. Contact us at least 30 days before the parade if your entry exceeds the width limits.

Required Safety Equipment Fire Extinguisher (Required on All Floats & Motorized Entries)

You must carry at least one fire extinguisher that meets these specifications:

• Type: U.L. approved, multipurpose dry chemical
• Rating: 2A10BC or higher
• Inspection: Current inspection tag (within last 12 months)
• Location: Easily accessible to driver/operator, mounted in visible location

Floats with electrical equipment, generators, or special effects must carry TWO (2) fire extinguishers.

Absolutely no smoking on or near floats at any time.

First Aid Kit (Recommended)

We recommend carrying a basic first aid kit containing:

• Adhesive bandages (various sizes)
• Sterile gauze pads
• Medical tape
• Antiseptic wipes
• Disposable gloves
• Emergency contact information

Construction Materials & Decorations

All materials used on your entry must be:

• Weatherproof (able to withstand rain and wind)
• Securely attached (cannot fall off during movement)

Materials You Cannot Use:

• ❌ Loose tissue paper or napkins
• ❌ Any material that sheds, flakes, or creates debris on the parade route

Passenger Safety Requirements

The safety of your riders is your responsibility. You must follow these rules:

All Passengers Must Be Secured

Every person standing or sitting on your float must have:

• A safety belt or harness, OR
• Secure handholds or railings to grip while the float is moving

No one may ride on:

• The edge of the float
• Bumpers
• Any unsecured or unstable position

Standing Requirements

• Standing passengers must have line of sight railings
• Floors must have non-slip surfaces

Age Requirements

• Children under 12 must be accompanied by an adult at all times
• Children under 5 should be in age-appropriate safety seats

Insurance Requirements

All parade entries must provide proof of insurance.

• Certificate of Organization / Company Liability Insurance: Must be submitted to parade organizers
• For units with motor vehicles, vehicle insurance must be provided
• Coverage Dates: Must include parade date

We will not permit entries without valid insurance to participate. No exceptions.

Vehicle & Electrical Safety Fuel Safety

• Only your vehicle's standard fuel tank may contain gasoline
• No extra fuel containers allowed on floats
• Fuel caps must be secure and leak-free

Electrical Safety (if your float has lights, sound, etc.)

• All wiring must be properly insulated and secured
• No exposed wires or connections
• Battery systems must be in weatherproof enclosures

Driver Requirements

• Valid driver's license for your vehicle type
• No cell phone use while driving (including hands-free)
• Sober and alert (zero tolerance for alcohol or drugs)

Sound, Lighting, and Music Equipment

Amplified sound and music are subject to volume restrictions.

Volume Limits

• Maximum sound level: 95 decibels (dB) measured at 50 feet from source

Music & Performance Requirements

• Absolutely No Strobe Lights Permitted
• Live bands and amplified music are permitted within volume limits
• Sound checks must be completed before lineup begins
• Music must stop immediately when parade marshal signals
• No excessive bass or repeated honking that creates ground vibration

Equipment Restrictions

• Speakers must be securely mounted and face forward/upward (not sideways toward crowds)
• Generator noise must not exceed vehicle limits
• Wireless systems must not interfere with parade communications
• All sound equipment must have immediate volume control accessible to entry captain

Entries exceeding volume limits will be asked to reduce volume immediately. Repeated violations may result in removal from parade.

Special Requirements by Entry Type Floats

• Must have clearly identified driver
• Must maintain 15 - 20 seconds spacing from entry ahead

Marching Bands

• Provide your own equipment transportation
• Must maintain group formation

Walking Groups

• Maximum 50 with Float. Maximum 100 for Performing Units, Excluding School Marching Bands.
• Must stay together (no stragglers)
• Stay within marked parade route

Vehicles (Cars, Trucks, Motorcycles)

• Valid registration and insurance
• Decorations cannot obstruct driver visibility

Animal Entries

• Must provide manure cleanup crew to follow immediately behind
• Geldings and mares only (no stallions)
• Minimum 20 feet spacing from preceding non-animal entry

Application & Deadlines Entry Application Process

All participants must submit a complete application by [APPLICATION_DEADLINE].

4. Entry fee payment
5. Photo or description of your entry for lineup planning

Applications are reviewed on a rolling basis. Early submission is encouraged as space is limited.

Liability Waiver Requirement

All parade participants must sign a liability waiver and release form.

What the Waiver Covers:

By signing, you acknowledge that you:

• Understand the inherent risks of parade participation
• Agree to follow all parade rules and marshal instructions
• Release the parade organizers, city, and sponsors from liability for injuries or damages
• Agree to indemnify and hold harmless the parade committee for any claims arising from your participation
• Confirm that all participants in your entry are informed of parade rules and safety requirements

Who Must Sign:

• Organizations/Businesses: Authorized representative (owner, president, or designated officer)
• Groups: Group leader or coordinator
• Individual entries: Each participant over 18 years old
• Minors: Parent or legal guardian must sign on their behalf

Driver Requirements: All drivers of motorized vehicles must be at least 21 years old and provide proof of a valid driver's license.

The waiver must be submitted with your application. Entries without a signed waiver will not be accepted.

Photography & Media Consent

By participating in this parade, you grant permission for your image to be used.

What This Means:

• Parade organizers may photograph and video record all parade participants
• Images may be used for promotional materials, social media, website, and news media
• Photos may be used in future parade marketing and historical archives
• No compensation will be provided for use of your image
• Commercial third parties (media, photographers) may also photograph the parade

Your Rights:

• You retain the right to take and use your own photos/videos
• You may share parade photos on your own social media
• If you have concerns about being photographed, contact us before the parade

By submitting your entry application, you consent to these photography and media terms.

Late Arrival & No-Show Policy

Punctuality is critical for parade success.

Lineup Deadline:

• All entries must arrive at the staging area by [LINEUP_TIME] (90 minutes before parade start)
• Check-in closes at [CHECK_IN_DEADLINE]

Late Arrival:

Entries arriving after check-in closes will NOT be permitted to participate.

• No exceptions - we cannot disrupt lineup order
• Late entries create safety hazards and delay the parade
• Entry fee will be forfeited (no refund)

No-Show Policy:

If you do not show up and did not notify us in advance:

• No refund of entry fee
• May affect your eligibility for future parades
• Holds up your assigned position and creates gaps in lineup

Cancellation Policy:

If you need to withdraw your entry:

• 22+ days before parade: Full refund minus $25 processing fee
• 21-15 days before parade: 50% refund
• Less than 14 days: No refund
• Emergency cancellation: Contact us immediately at

Parade Day Information Parade Route

• Start: Richmond Rd at Brooks St
• Route: Richmond Rd → Left on Duke of Gloucester St → Right on Henry St → Left on Francis St → Ends at Nassau St
• End: Corner of Francis & Nassau (if street legal) and the William & Mary Law School Parking Lot (dispersal area)
• Distance: 2 miles

Stay on the marked route Follow all directional arrows and marshal instructions.

A detailed route map will be provided at check-in.

Spacing & Speed Maintain Proper Spacing

• Standard spacing: 15 - 20 seconds between your entry and the one ahead

Watch for parade marshals along the route - they'll signal if you need to adjust:

• 👋 Waving forward = Close the gap (speed up slightly)
• ❌ Arms crossed overhead = Increase spacing (slow down)
• 👍 Thumbs up = Perfect spacing

Parade Pace

• Speed: Walk at normal walking pace (2-2.5 mph)
• Consistency: Maintain steady pace throughout
• No stopping except for emergencies or marshal instruction

Interacting with Spectators Crowd Barrier Safety

Spectator barriers are in place for everyone's safety.

• No distribution of candy or trinkets. No tossing or throwing of any kind is permitted.
• Maintain minimum 6 feet distance from spectator barriers and barricades
• Never reach over or lean on barriers
• Do not encourage spectators to cross barriers
• If spectators breach barriers, notify nearest marshal immediately
• Do not stop near barriers to take photos or interact (keep moving)

Parade marshals and security personnel will monitor barrier integrity throughout the route. Follow their instructions immediately if they signal you to adjust your position.

Photography & Interaction

• Feel free to wave, smile, and interact with spectators
• Brief poses for photos are fine if you keep moving
• Stay in your assigned position

Commercial Activity Restrictions

This is a community parade, not a sales event.

You may display your organization name and general identification on your entry, but the following are prohibited:

• ❌ Collecting money, donations, or taking orders
• ❌ Distributing business cards, flyers, coupons, or promotional materials
• ❌ Selling merchandise, products, or services
• ❌ Soliciting customers or recruiting members
• ❌ Displaying QR codes or URLs for commercial purposes
• ❌ Operating cash registers, credit card readers, or payment systems

Violators will be immediately removed from the parade.

After the Parade Dispersal Procedure

1. Keep moving until you reach the dispersal area at William & Mary Law School Parking Lot
2. Follow marshals directing traffic
3. Exit promptly - don't stop in dispersal area
4. Return to staging (if route loops back) or proceed to parking

Clean Up

You must clean up before leaving:

• Remove all trash, supplies, and personal items from your staging spot
• If your entry lost decorations on the route, notify a marshal
• Animal entries: Complete manure cleanup before departing

Rules & Conduct Code of Conduct

As a parade participant, you represent your organization and our community. We expect:

Professional Behavior

• Treat parade staff, volunteers, other participants, and spectators with respect
• Follow instructions from parade marshals and organizers promptly
• Arrive on time and be prepared
• Be a positive representative of our community

Family-Friendly Standard

All behavior, costumes, language, and signs must be appropriate for all ages. This is a family event.

Content Standards

All messaging, signs, costumes, and displays must meet community standards.

Prohibited content:

• Political campaigning or partisan messaging
• Hate speech or discriminatory messaging targeting any group
• Profanity, vulgarity, or sexually suggestive content
• Violent or graphic imagery
• Promotion of illegal activities

We reserve the right to exclude entries that do not align with our family-friendly community values. If you have questions about whether your entry content is appropriate, contact us before the parade.

Prohibited Items & Special Effects

You may NOT bring these items to the parade:

• ❌ Weapons or replica weapons (except ceremonial honor guard with advance approval)
• ❌ Alcohol or open containers
• ❌ Cannabis products or vaping devices (even where legal)
• ❌ Drones over parade route or staging areas
• ❌ Extra fuel containers
• ❌ Water guns, silly string, confetti cannons

Special Effects Restrictions

The following special effects are strictly prohibited:

• ❌ Pyrotechnics of any kind (fireworks, sparklers, flame effects, flash pots)
• ❌ Confetti or glitter (loose, thrown, or cannon-launched)
• ❌ Laser pointers or laser lights directed at spectators or other participants
• ❌ Strobe lights (may trigger seizures in sensitive individuals)
• ❌ CO2 cannons or air blast devices
• ❌ Artificial snow or foam that leaves residue on route

Why these restrictions?

• Environmental concerns (confetti/glitter cleanup)
• Medical safety (strobes can trigger seizures)
• Fire hazards (pyrotechnics)
• Spectator safety (lasers can cause eye damage)
• Route cleanliness (foam/snow residue)

Approved special effects (with advance notice):

• Waving flags and banners
• Battery-powered LED lights (non-strobe)
• Recorded or live music (within volume limits)

Alcohol & Substance Policy

Zero tolerance. We take this seriously to ensure everyone's safety.

Not Allowed:

• No alcohol consumption from 2 hours before lineup through parade completion
• No possession of open containers
• No cannabis use (even in states where legal)
• No prescription medication that impairs judgment

If you appear impaired, you will be removed from the parade immediately.

Weather & Cancellation

Our cancellation decisions are based on National Weather Service (NWS) alerts, not subjective weather judgment. This ensures clear, consistent communication for everyone.

General Weather Policies

• Light rain: Parade proceeds (prepare rain covers for electronics and decorations)
• High winds (sustained 30+ mph): May restrict tall structures, balloons, and banners
• Organizers monitor weather starting 48 hours before the parade
• Final go/no-go decision announced minimum 2 hours before lineup time (when possible)
• You will be notified by email, phone, and social media
• Check our website and social media on parade morning for real-time updates

Emergency Procedures If You Have a Medical Emergency:

1. Stop immediately (if safe)
2. Wave arms overhead to signal nearest marshal
3. Call 911 for serious injuries
4. Provide first aid if qualified while awaiting help

If Your Vehicle Breaks Down:

1. Pull to the side if possible
2. Notify nearest marshal
3. Parade will continue around you
4. Marshal will coordinate assistance or towing

If Severe Weather Occurs During Parade:

• Follow marshal instructions immediately
• Seek shelter in designated buildings if directed
• Stay away from trees and metal structures
• Wait for all-clear before resuming

• No cell phone use while driving
• Sound levels within limits

After Parade:

• Proceed to dispersal area
• Clean up staging spot
• Remove all equipment and supplies
